SUPPORT FOR CITIES, TOWNS AND VILLAGES
NEW: Funds are provided to establish a regionally-based grant program to support technical assistance for municipalities to plan locally and at a watershed level to identify critical open space, historic and farmland preservation priorities.
NEW: Funds are provided to assist communities to develop and implement Town zoning codes that clearly identify and recognize the need to protect critical drinking water supplies, wetlands and watercourses, historic landscapes and buildings, and that protect important natural lands.
NEW: Funding for accelerating state-wide GIS mapping that will be available to municipalities and regions to ensure they can plan their growth in a coordinated and comprehensive way and make informed land use decisions.
Increases state funding commitment to the CT-DEP’s Watershed and Open Space matching grants program to $20 million/year for 07-08 and 08-09.
Increases the maximum CT-DEP Watershed and Open Space grants available to municipalities from 50% to 65% of fair market value.
NEW: Allows municipalities to pay the matching portion of the CT-DEP Watershed and Open Space grant in no interest installments for 5 years, and, if extended to 10 years, interest at the “going rate” less 1%.
NEW: Funding to establish a municipal stewardship grants program for protecting and managing municipal investment in open space and watershed lands. Grant program to be administered by DEP.
Increases state funding commitment to the Dept. of Agriculture’s Purchase of Development program to $20 million/year for each of the next two fiscal years, 07-08 and 08-09.
NEW: Funds are provided to establish a municipal grants program to support preservation of historic landscapes and buildings.
NEW: Funds are provided to rehabilitate historic urban neighborhoods, downtown commercial areas, parks and town greens; includes funds for cleaning up brown fields.
NEW: Funds are provided for historic preservation funding. A matching grants program to help communities plan for preservation and assist in the identification and evaluation of historic resources.
